Might be a CF7000 -- an American Ford truck with the same cab as the Cargo. (The CF7000 has sealed-beam headlampswith curved edges, but the truck is too far away in this shot to see which kind it has.) |

The wipers look LHD. Compare the RHD wipers on a Cargo in Britain in /vehicle_120336-Ford-Cargo.html @rjluna2: Does it have sealed beam headlamps? |

It may be also mirror image as International CM-1300 'Metro' shown here. An earlier model did have sealed beam, but the later model were composite headlights. |

Looking closer, I think the bus doesn't have a passenger door, which also suggests it's a mirror image shot. |

It's a street sweeper. That explains why it's genuinely left hand drive, to allow the driver to see how close it is to the kerb. |
