No. The only country with that rule was Japan.

If it's not an used import from Japan (I think, it was not usual, perhaps not possible in the 60ies), the mirrors were mounted as an aftersales market extra. They were popular in the late 60ies and early 70ies.

In Germany they were often called "Talbot-mirrors", as the company Talbot in West Berlin was the most popular (and expensivest) brand for them.

Note, that this company had no relation with the French luxoury car-brand of the 30ies. It was a German company, which had mounted a handful of cars in the early 20ies (during the times of the hyper-inflation around 1923, where over 400(!) car-companies have existed in Germany). Later on, until the bankrupcy (I think in the mid- or late 70ies) they had produced aftersales market-spare parts.
