When the financially struggling Bluth family is forced to give up many of their assets, Michael sells the Bluth plane to someone who didn't want the staircar that came with it. So they adopted the car as their primary means of transportation, giving the show a mascot, a very apt metaphor for a dysfunctional family who's lost their wealth, and a source for numerous very funny sight gags.

The plane is only seen in a brief black and white photo. This is a reverse of what we usually see in movies, where the plane has a starring role and the staircar is a very minor supporting player.

Midway through the first season, the staircar switches inexplicably to a later Ford....

This one is 1979 version due to chrome headlight trim.

The "'79" in the pics above is a '67-72 that's had the '78-79 grille added.

Regarding vilero's second thumbnail, I don't think a jail would allow what is basically a staircase on wheels to be parked pointing towards the wall for the very reason we see.

The main is a 1979; not a 1978. It is a Custom. It has square headlamps coupled with black windshield molding. Black bezels were standard for both years on Custom models ;)
