All Internationals were International Harvesters back then.

Are we sure this is an IH? I don't recall seeing any of those with a vertically split windshield from earlier than 1932.

This is not an International Harvester. This is a heavy-duty truck. If it was an IH heavy-duty truck, it would have a different grille than this. And IH made few if any tandems this early.

IH did have a heavy-duty truck with a vertically-split windshield in 1930 and a tandem in 1932, so this conceivably could be an IH, except IH didn't have a solid bumper and this cab's cowl and doors do not look like IH.

The cab is the same style as the cab on this 1929 Mack AB.

So maybe it is a Mack. Why would there be anything but an International cab on an International?

Instead of having this an International Harvester unknown, this could be a Mack unknown. Maybe a Mack expert could identify it.

Doesn't it seem like these three trucks are the same make?

Call this truck a Mack “Early B Series” until proven otherwise.

Mack » BB / BC / BF / BG / BJ / BL
(1927 - 1939)
In 1927 Mack introduced a new series of trucks. It included a large number of versions (from BB to BX) with a payload from 1 to 8 tons, equipped with 57 to 128 hp engines, 4 - or 5-speed gearboxes, the double bevel or hypoid main gear, several sizes of the wheelbase and two types of cabs. The Models BJ and BB were the first trucks of Mack Company, built under the influence of new transport trends - machines capable of carrying heavy and bulky loads with greater speed. BB (1928-1932) - payload of 1.5 tons, BC (1929-1933) - payload of 2.5-3 tons, BF (1931-1939) - payload of 2.5-4 tons, BG (1929-1937) - the same as BB, but with a more powerful engine, BJ (1927-1933) - the first model in the range; originally had a capacity of 3 to 4 tons, but later was increased to 5-8 tons, BL (1929-1936) - details unknown. Trucks were produced with open-top cabins of the model A, and with closed cabs.

The Mack BJ and BB models, the first of the "early B Series" introduced in 1927, represented the company's first trucks developed in response to the demand for larger capacity, higher speed haulage.

This truck is not a Mack. This truck is a Moreland.
