There is another pic of this bike in the background of the pic of the Harley trike. From that pic we can see that this bike is a medium sized twin - maybe 4 stroke ohv? Most importantly it has left side kick start which would suggest it is European.

That is a Puch - sold in the US thru Sears as an Allstate 250. Super weirdo "twingle" or twin single. Here is some more info:

So origin Austria, made for USA? Maybe the make should be Allstate, as the Allstate car was also sold by Sears.
