I think, these big fender-mirrors weren't allowed by the TÜV (only the lower ones, like the "Talbot") and the mudflaps are looking like the bigger, Swedish ones. Yes, mudflaps were used in Germany, too (very much in the GDR), but the Swedish ones (required in the 70ies!) were bigger indeed.
