The grille suggests maybe Lancia?? - don't know which model though.

I think it started life as a Ford 6CV Model Y 1932+ by the grille and the hubcaps, but it's a bit non-standard behind the scuttle :)

Agreed on the Ford but can't confirm it.

The French-built US Fords all had no parking lamps:
