Another video from the same scene - Link to "www.pond5.com" - has a name partially visible on the side of the subject truck, "--L--SBU--". There is a Clarksburg, California, so I tried searching "clarksburg california fire truck" and found the exact truck:

Now that I think about it... Is there such a thing as a COE 4900? Is this truck fully custom with a 4900 chassis and a 9600 cab? I could not find a picture of this truck with the license plate legible.

I did find a picture on the department's Facebook of an International with no visible unit number but with a '4900' badge and a license plate that comes up as a 1995 model.

The Clarksburg Firefighters' Association Annual Newsletter from January, 2025, mentions a "1985 International water tender" being retired:

Quote The Clarksburg Fire District is proud to announce the arrival of a new firefighting apparatus; a 3000-gallon water tender. The new apparatus, which will be referred to as Water 40 (W-40) will be capable of providing water for both structure and grass fires. Water 40 was custom-built by Toyne Fire Apparatus of Breda, Iowa on a 2024 Freightliner chassis, and has been designed to meet the specific needs of not only our District, but also the needs of mutual and automatic aid agreements with other fire departments and districts. This new apparatus replaces a 1985 International water tender that has been serving the District for the past 30 years.

Maybe this truck is the 1985 W40 and not 240?
