The picture is from a newsreel rather than a still photo. We don't normally list trucks we don't see much of, but the caption apparently refers to the 800 Ford Model TT trucks imported by the Tokyo city government following the 1923 Great Kanto Earthquake, so it's reasonable to conclude the truck shown is one of them. |

From looking at diff, the truck is a Ford but as it has the same size wheels front and rear it looks to be a regular Ford T and the not the larger TT. |

^ Apologies. I must've hallucinated (if AI doesn't, somebody has to...). As you can see in the image, the caption does say 'T' rather than 'TT', and Google AI also translates the caption as "Emergency import of 800 Ford Model T truck chassis". |
