Foreign cars that don't comply with Canadian regulations can be imported if they are over fifteen years old - IIRC this rule was introduced to satisfy collectors of American muscle cars. But there is now a Japanese import scene in Canada revolving around kei-cars and vans, sports cars and 4x4s. See for example http://www.japanoid.com/
