I think it's a Cadillac, based on the badge in the center of the grille.

It's a ticker-tape parade in the late 1920s or early 1930s; assuming New York City here's a list of possibilities: https://en.wikipedia.org/wiki/List_of_ticker-tape_parades_in_New_York_City

there were horses in the 20’s and I thought of Lindbergh but here we see well the motorcycles so more recent. The man on the footstep often indicates a bodyguard, it was enough to find a president :)

...but it was'nt Flash Gordon ;)
