99% that it's a car made by TAS from Sarajevo. The older ones (Golf I) were known as "Golf J", but this name probably wasn't used for the second generation.

I'm just grumbling, if the TAS assembled Golf II had also metallic paintwork. All Yugoslavian Golf's I remember, Caddy and Golf II, were in normal colours, mainly white.

Hard to tell. In materials from the Balkan war cars in such/similar colors were visible sometimes.
Btw. The "II" was also known as "J" Link to "www.avto-magazin.si"
On this site they conected this with trim level's name, but I would add it to the model name. On the badge of Golf I, letter "J" was in the same line with the model name and the trim level (usually GL), was placed lower.

Don't know if this is any help. It's the back view of a white Golf II taken in Banja Luka, and while it's an enlargement of a tiny portion of a 35mm negative it seems to confirm what Michał says: the top line looks long enough for 'Golf J' with 'GL' underneath.

Interesting pic. Yes, I believe if they still used this "J" letter it was same like with the Golf I.
The badge of first generation is very well visible in this pdf: Link to "admin.adriamedia.si"
Also some pics of the very early "J" (also pdf):
