 I would rather say a Vauxhall Carlton Estate.
They were briefly exported to several European countries before GM in 1980 decided to stop Vauxhall delivery outside UK.

 Agree Carlton. Interesting info about brief period of exports to Europe - any details?? Plate does not look Belgian - could it be a UK visitor??

 Wiper arms (if they are not just some odd reflections in the windscreen) show its LHD so UK unlikely.
