 I don't believe the plate info matches the car; if everything's genuine (twin fillers, boot badge) it's a very rare Mini Cooper S Mk3. Even if it's not entirely genuine the rear lights are 1970-76 without reversers. If it's a Cooper S Mk3, we then have the quirk that early French Mini Mk3s were sold as Austin, so in theory this becomes an Austin Mini Cooper S Mk3, which would break new ground as a permutation. However it doesn't have an Austin boot badge to seal the deal. Also unclear if any were made in LHD during its short life, and therefore whether sold in F.

Best guess - a private import from UK, maybe in 1987 to match plate date.

 Plate's probably totally switched then, 1970 speciman would have a chassis number rather than a VIN:

 Struggling to understand the plate combination. Seems to be the SIV system introduced in 2009 - AA-001-AA onwards - with FN-001-AA starting in January 2020, but no idea if I'm on the right track or if there's any way of identifying the issuing region.

But if it is a 2020 plate, it might support the idea of a reissue to the owner of a previous Mini, and maybe the database info hasn't caught up with the new transition.

 The current French system does not have any regional coding (apart from the graphics which don't appear on classic car plates anyway).

There doesn't seem to be any way to transfer registration numbers between vehicles. Perhaps the owner simply put the plates on an unregistered Mini after SAXXL2S1021359622 gave up the ghost and hoped that the authorities wouldn't notice the switch.
