 I don't think it's a normal Cooper, and some detail is odd for British Open. But seems a good match for the D-spec 1995 Mini 35, which was much higher spec for D than elsewhere, based on Cooper rather than UK Sprite with full leather seats and other gubbins; sunroof presumably an option.
