This is way before Grey Import law become a thing, back then a lot of vehicles where "illegally" import before it end in late 80s and 1998 finally allow for over 25 years old. The first Isuzu Elf didn't enter to the USA market until November 1983. |

Prior to the infamous '25-year rule' imposed under heavy lobbying from Mercedes-Benz USA, there were barely any importation restrictions for private vehicles. This Elf was likely privately imported by a business owner or worker who thought it more utilitarian than anything they could ontain stateside.
