Almost looks like it's trying to imitate a Tatra 97 as a convertible. Not sure if we can narrow this down. |

Aside from the engine placement, it reminds me most of a 1936-1937 Lincoln Zephyr (the front fender shape, the suicide rear doors, the character line that curves down at the front) |
