See here Terra: /vehicle.php?id=488332 Base model with Fog lamps was exclusive to Police Pursuit or the Special Service Vehicle. However, there were two type of these vehicles: http://www.policecarwebsite.net/thepolicepackage/ch/intrepid1.html The two spotlights were optional. They did not have to come with them. the 16 inch bolt on wheel covers seen here were exclusive to the SSV.
