It's a smaller, older Freight Rover with fake Leyland DAF and V8 badges. It even still has a Freight-Rover badge as well... It's a bit of a bitsa (the bumper/indicator location and headlights don't really fit) but definitely not a Leyland DAF or a 300 (which became 400 with the re-branding to LD). I'm tending towards a 1982-84 Sherpa [K2] which has had square lights fitted, as the change to the indicators would require filling to the sheet metal just below the headlights. Also don't think it's a real HK police vehicle considering the age and that their fleet was the later model, probably just an old Sherpa mocked up to look slightly like the police ones (hence the badges probably, and maybe the square lights too).
