Farmall, as written on it. The tricycle wheel set-up was much more popular in (limited to?) the US, I believe.

There was a Simpsons episode with a running joke of these things falling over and crippling the farmer (Homer), there's probably some truth in the joke?

Yes, I knew other manufacturers used them as well, but I don't think any of the Western makes did. Never seen one with such wheels in Germany.

^ "Harvester produced more than 134,000 Regulars from 1924 to 1932". A 1929 example was auctioned from a classic tractor collection in Fife on 8 October 2016 (see here or here) so may well be this one.

No numberplates - would it be road legal with metal wheels??

A quick scan of the C and U regs suggests probably not.

There is concern about damage to road surfaces. An old farmer from near my childhood home had a Fordson tractor with no tyres, and “spuds” on the rear wheels, but it never went on the road.
