Wouldn't a US-spec '73 Maverick have bumper guards? I would think 1971-73 (unless the bumper guards have been removed)

Look at the thickness of the bumper compared to a 1972 model. They may or may not have bumper guards as well. Depends on the manufacturer.

Turn signal in the grille and larger bumper, 1970-72 models have it below the thinner bumper

I'm sorry that I left out the explanation on my finding of the model year.

In 1973, the US government demands that the front bumper needs to be minimal damage with 5-mph impact, but didn't specified the rear bumper. By 1974, the US government demanded to have both front and rear bumper to be beefier with 5-mph impact with minimal damage. I think it has to do with our insurance company did not want to pay big money for bunch of ding for both front and rear

I believe the rear impact standard was 2.5 mph, rjluna2.
