 Scene is from China, most likely a Chinese copy, bumper is not the same either, wheelbase seems different too (wheels are too much inside the body).

Agree. If there is a offside view to see the wheelbase, it will more likely
to identify what is the brand of the bus. It is more likely a chinese made
chassis with "Civilian" lookalike body. There is "original" Civilian in
china but it is rare to see one.

One more thing noticed this seems not a Nissan Civilian. Complete windows
on Nissan Civilian can be opened but only part of each window on this bus
can be opened. It is more likely that this is a chinese made chassis with
"Civilian" lookalike body.
