I originally thought this was an older Ottawa, but they seemingly weren't produced until 1958.

This might've been custom-built, as yard spotter trucks didn't really become mass-produced until the early-mid 1960's.

According to a commenter at Link to "www.facebook.com"
Bill White wrote 1951 Coleman Yardmobile, Coleman was the builder of this truck, some Ford components were used. At least nine of these yard donkeys were built for PIE.

Here's a scan from a 1990 issue of Wheels of Time; they attribute it to a company called American Coleman: https://i.imgur.com/c555DUK.jpg (from https://www.ebay.com/itm/404156309892 )
Wheels of Time wrote PIE and American Coleman developed this machine in 1949 using mostly Ford parts .... About 50 of this Yardmobile design were made for PIE.
