It's a Peugeot 202 Berline Découvrable, introduced in October 1939. The license plate is slightly more vertical than the line of the body itself, since September 1939, so it's a model year 1940. After the war it wasn't before 1948 that the Découvrable came back, but then it didn't have these 'Pilote' wheels anymore.
