 I think it's a Lumina since they didn't have the Monte Carlo in NASCAR at the time this movie was made.

 It really does not look like a NASCAR vehicle, more like a Trans-Am or IMSA GTO racer.

 ASA maybe, because both NASCAR ans ASA used the same bodies, but definitely NOT IMSA or LeMans series

 Monte carlo were actually raced in NASCAR in '95, Lumina phased out in 1994, the cage on that car tells me it is some sort of "small time" category and not a cup or grand nat car. ..........i think. correct me if i am wrong.

I also agree, it's not a Nascar series body, but probably an ASA car.

 Cougar test-drives this car somewhere at the westcoast. He kills an undercover agent by putting him behind his car und drags him to his death while driving through the desert.
