I believe this is a 1938-41 Ford V8 COE (Cab Over Engine), possibly called something out of 8xC/8xT/8xY. According to https://barnfinds.com/cab-over-rat-rod-1938-ford-coe/ MY 1940-41 because of the winged ornament above the grille, but according to Link to "public.fotki.com" that grille was present on the MY 1939, only.
