2-tone suggests Cresta. Plate looks like xxx CLB ("No records available. Allocated to Gov't depts") or GLB (London, June 63 to Jan 64 "allocated in blocks". |

I'm not so sure about the two tone paint. It can be a trick of light. But I agree on Cresta anyway, because of the reversing lights. Those were standard fittings on the Cresta but optional extra for the Velox. |
