Weird plate. Looks like Mk2 vinyl on C-pillar. 72+ plaque "ROVER" badge. Tints was a rare option.

@dsl I suspect that this may be a Cypriot number plate as it would dovetail with the age of the car and explain the tint.

Interesting idea. HA 950 seems to have been Oct 73 to April 77 (a longer span than usual, perhaps explained by the Turkish occupation of northern Cyprus in 74, where they launched a separate plate system). Oct 73 was the changeover point to 2200, although this badge looks like 2000; 4-cylinder export P6 demand collapsed in early 70s, so export Mk2s are rare sightings unless they had the V8, and there were hardly any LHD SCs made with TC the only choice in most markets. Due to local tax laws special 2000 TC versions were kept after the 2200 switchover for Italy and Nigeria, both made in sporadic batches on and off until March 1977; Cyprus is not mentioned in my P6 bible as a destination for these, but it might have happened.

I'm from Cyprus originally and grew up there. The H-plates were indeed issued over a far longer span due to the occupation; new car sales collapsed after 1974 and didn't recover until the late 70s. For example, in the late 90s I owned a Lancia imported in 1977 which had HZ and my mother had a Peugeot she bought in 1972 which was FS. Cyprus cars are RHD obviously and there were quite a few P6s of various types around when I was growing up in the 80s. The deputy headmistress of my school had a 2000TC she'd bought new but I don't remember the numberplate. It is also possible that this car was a late 2000TC that was shipped out to Cyprus then sat at the dealer for a while before selling. Here is a P6 in Cyprus on YouTube with an HC plate which would have been issued after HA obviously; https://www.youtube.com/watch?v=NeqIfo9xQ50.
