This I believe should be a Commer VC from 1967 onwards.

The Commer VC (Perkins engine and a few petrol) and CC (TS diesels) ranges were the replacements for the VB and CB trucks due to more stringent gvw regulations in the UK. At the same time although the chassis weights increased marginally the range was revised upwards.

VB was 4-Ton, 5-Ton, 6-Ton and 7-Ton
VC was 5-Ton (9.5 gross), 7-Ton (10.7 gross), 8-Ton (13 gross) and 12-Ton (18.75 gross).

This looks to be a 8-Ton (13 gross) VC.

Despite 1970 plate date it has initial format 1967-69 narrower spaced headlights within pods, so something strange has happened.
