The investigation into the hoax bombing had revealed that the offender, Peter Macari was originally born in Devon on the South Coast of Britain.

In his early life in Britain in the late 1950s and the 1960s, Macari had developed a list of criminal offenses and then in July 1969, Macari had been charged of indecent assault and was released on bail.

It was while on bail that Macari had sold his brother, Eliot Macari's fish and chips shop and obtained a false passport and fled Britain in August 1969 on the liner MS Achille Lauro, arriving in Sydney in October of that year while in the company of a friend, Ivan Jay.

While living in Sydney throughout 1970 and '71, Macari had used a range of aliases and while it is unclear, it was believed that Macari had met his accomplice, Raymond Poynting while running a fiberglass furniture and boatbuilding business at Brookvale in Sydney's Northern Suburbs.

What led Macari to commit the Qantas Hoax was that in March 1971, Macari drove his "fitted up van" from Sydney to Queensland, arriving in Townsville where he watched a screening of the 1966 Made-for-TV Thriller film, The Doomsday Flight and had decided to commit the crime depicted in the film.
