Supposed to be Japanese controlled Shanghai. That ended in 1945. The Buicks are a little to new to be in this movie.

When I saw the gasoline-powered cars in the movie running on steam engines, I thought the movie was very accurate in its research on cars of that era, because my grandfather told me that the buses in our city used to be powered by the same kind of device, with coal piled up in the back, even though that was in the 1950s and 60s. Furthermore, this type of vehicle lacks power and cannot climb even small slopes, requiring passengers to push the cart up. I only realized from this website that all the cars in the movie were out of place, but for people who don't know much about cars, they all seemed to fit the era.
