Yes, it is this movie. Also known as "The Special Forces". Filmed in 1996, premiere in 2000. http://www.kino-teatr.ru/kino/movie/post/7834/annot/
...And, I think, russian title is correct "Chernomorskiy reid".

As it is a Russian film "Chernomorskii ryeid" is the correct title.
