Going by the plate codes on most of the cars (25), it seems to be filmed/set in the Primorsky Krai region in far eastern Russia.

If it was filmed there, I would have expected far more RHD Japanese cars in the film.

I wonder if it was really filmed somewhere on the Black Sea coast. In the wide shot with the ship, the hills look too arid and lacking in buildings compared to Vladivostok harbour.

That hills looks as typicaly black sea hills for me. Theres no wood only gras. Buildings is just soviets they are similar to each other.
