 That's some significant icing. What is the problem with the right tail flap?

 The story doesn´t tell, but the plane is trying to reach a nearby airfield and has to drop the fuel over a schoolyard where the main part of the plot takes place.
The fuel is put to fire by a pupil, but whatever happened to the plane remains unknown.
