 IMBD lists this movie as being shot in the Netherlands so maybe the car racing shots are from Zandvoort??

 See the mountains in the background, nzcarnerd. Not too much of a Dutch environment (except maybe by Maastricht, but I don't think there is a circuit there).

And the moto racing doesn't look shot in Assen neither.
