 The car chase footage in reality occurred in 1994 on a Los Angeles freeway. I believe one of the earliest high speed chases that was captured on a news helicopter occurred in 1988 in Denver, Colorado: http://www.youtube.com/watch?v=6XOfroMl_JI and a TV movie was later made based on that event.

 I believe it's just "vague 1970s", likely at least mid to late '70s.
