It certainly looks like an austin 7 but I can't find one with that rear end. |

I think it's a very early (20s) Austin Seven - look at the wheels and the front mudguards. Several garages and coachbuilders produced their own bodies for A7s. |

It certainly makes it rare, Sevens are pretty exciting when someone steps off the pavement without looking... |
