Phil Leotardo's (Frank Vincent) new car in Series 6, appears briefly in a few episodes (can sometimes be spotted in the background when Phil is meeting Tony). His previous car was a Town Car /vehicle_26407-Lincoln-Town-Car-1998.html isn't this a bit of step down?

I own one of these and it certainly isn't a step down in terms of engineering.

Why 2005? This should be 2003-05.

Not sure. I searched the plate and did not get any results. This is what I deciphered: 3688F4K

New York license plates don't use those numbers. (Source: That's where I live). NY license plates begin with three numbers, then a space, and then followed by four letters. A good example would be GMF-2952. Without any evidence, it should be at 2003. It's not an LSE Trim level either
