Probably a 230 due the round front lamps.

The only coupes imported of this style were the 280CE and the 300CD.

 strange - neither 280 or 300 ever had originally the double round lamps... (perhaps it was different at the US-market)

The one closest to the grille are fog lights...

Yes. I want to point out, that the W123 with bigger engines, as all 280 and 300, always had the rectangular lamps. These double round lamps as here, were only for the 4-cylinders. And only until 1982. There all W123 got the "6-cylinder-lamps"

Maybe it was different at the US-market, that there also 280 and 300 got the round lamps. Or -maybe more probably- someone has changed the lamps. It's not much work to do that.

@ ingo: If I remember correctly, the C123 always had rectangular lamps from the outset, even the 230C/230CE- at least as far as European models are concerned. I don't recall where I read this many years ago, but I think it was either in "Oldtimer-Markt" or "Motor Klassik".

And wikipedia says the same.

US spec. had those lamps, and there were only 280CE and 300 CD (turbo diesel) availible in the us, no 230C Models. But the late 280 CE 123series had the eu looking "6 cylinder" headlights, look at this one:
