Plate style looks like Luxembourg from 1970s - no idea how long the style continued or whether it applied to CD plates.

Effectively I've forget that don't exists only "Corpo Diplomatico", but also "Corps Diplomatique"...

2] CD numbers are issued to those with relevant diplomatic status (format: CD plus two sets of two digits separated by a hyphen)

So apart from the statement that their CD plates have a hyphen now it looks like a perfect pre-78 CD plate for L. I wonder how many diplomats L actually has (or needs).

The Luxemburg diplomatic corps have an official logo after CD -> http://www.worldlicenseplates.com/jpglps/EU_LUXE_OT.jpg Maybe that's only the rear plate, the rest fits.

Luxemburg is a fiscal paradise so not unimportant. Even Mitt Romney uses it.
