Perhaps not really a Polish film, but even IF, then with some foreign scenes. The city bus doesn't look like anything what was widely used in Poland. It also doesn't look like any common bus made in COMECON. On the other hand there is Moskvitch car behind it (1st thumb).
What the main pic's neon can says? COAFOP...?

I've found it (the bus, not the film).
SteveA wrote Leyland Royal Tiger Worldmaster LERT1.1 with either Merkavim or Ha'argaz body. 274 were built for Egged, Israel in 1967/8. The bodywork contract was split between Merkavim and Ha'argaz. In 1968 80 of these were exported to Romania. ('The Leyland Bus' by Doug Jack, p366, there's a photograph on p368)
