It looks a little like a Tatra and some Teague designs.

OOh, I have the details on this thing somewhere. Some aircraft related person in either Ohio or CA built it just after WWII. Who knows if it still survives.

You might be thinking about the Stout designed Scarab but this is not one.

Wrenchhead is correct about it not being a Stout Scarab. My guess is that it looks so impractical and outlandish it was probably a one off for the film. Where is the driving position?

Identified! I submitted this one to Autopuzzles.com, and Otto Puzzell himself identified this oddity: it's a one-off built by a Angelo R. Noble.
