 The IMDB says it was made by Odessa Film Studios, so it was probably filmed somewhere in Ukraine (or the Ukrainian SSR, as it was called then). Note the dump trucks are both KrAZ models, made in Ukraine.

 But it is definitely a Soviet film, and there's no obvious reason for it to be filmed outside the Soviet Union. Even Soviet films set in decadent capitalist countries were usually filmed inside the USSR. :)
