This is indeed a VW-Porsche and neither a VW nor a Porsche according to an agreement made between the companies https://www.stuttcars.com/porsche-models/914/ .

It was sold as VW-Porche in Europe and Porsche in the U.S.

Any specific legislation that justify a "made for Belgium"?

Every other 914 on the site is listed as 'Porsche' regardless.

914/4 (later 914 1.7/1.8) was made by VW, while 914/6 (later 914 2.0) was made by Porsche (on chassis/body made by VW), both sold as VW-Porsche (in Europe).

Among the differences are ignotion key (RH side of the steering column vs. to the left, on the dash), Porsche logo on steering wheel (914/6 models), also manufacturer names in registration documents and chassis numbers (VW Typ 47 vs. Porsche's 914)
