Must be a Commonwealth Government vehicle. Up until 2000, in Australia, all Commonwealth Government owned vehicles had "C of A" (Commonwealth of Australia) number plates bearing the "ZAA-000" prefix with the "Z" highlight in red to make them stand out from other regular Australian number plates.
