Most concept cars are engineless because they are mostly made to be displayed for promotional purposes and we list them. But yes, this picture is CGI. Probably a rendering in Autodesk Sketchbook, a program used by car designers. But it has a 2-star role (maybe the narrator talks about this car) so it is probably worth keeping.
