Dual headlights, not the quads found on the 1974 and 1975 base versions. It's more likely a 1976-77 Gran Fury fleet model.

No, I think those are quads, the 76/77 Gran Fury marker lights were much narrower and also amber

If you look closely at the lamps, the inner set are clearly smaller and are parking lamps, not headlamps.
Note also the closely spaced bumper guards.
I feel this is definitely a '75-'77 Plymouth Gran Fury.

The 1975 brochure shows the parking lamps as clear:

The 1976 brochure has some photos showing the lamps with clear lenses and some with amber ones.

Well I know when I've been outvoted. :) One correction though, the single headlamp models were only available in pillar-less form in 1975.

Are you sure about that, Somename?
My NADA guide lists a 1975 Gran Fury and Gran Fury Custom 4-door sedan but the Gran Fury Brougham as 2 and 4 door hardtop, only.
The sedan model number shown is PM41 for the Gran Fury and PH41 for the Gran Fury Custom 4-door sedans.

In fact, the ONLY model shown for the Gran Fury is the 4-door sedan. The Gran Fury Custom is shown as 4-door sedan, 4-door hardtop and 2-door hardtop.

OK. Revision.
I now recall the Gran Fury (for 1975 only) had a different grille from the Gran Fury Brougham.
What I can't recall is if the Gran Fury Custom had the Gran Fury front or the Gran Fury Brougham front.
If it had the Gran Fury front, then you are correct that the subject car cannot be a '75 (if in fact it is a 4-door sedan which you can't really tell from the photo).

Final revision!

After more research, I have now learned the Gran Fury and Gran Fury Custom for 1975 both used the dual lamp front while only the Gran Fury Brougham used the single lamp front.
As such, Somename is quite correct about no single lamp full-sized sedans for m.y. 1975.

Will assume the subject car, being a police cruiser, would not be a hardtop so I have no problem leaving the listing as 1976 rather than changing it to 1975.
