Might be a Morris 8 Tourer, but I'm guessing. No direct hit on plate sites and Glass's suggest PFB series never issued, but http://regarchive.com/oldplate/PFB9 says the plate was first issued in Bath, so may not be a fake.

For certain the car is a 1938/9 Morris Eight Series E Tourer. These were only made before WW2, and not after the war finished, when production of the Series E resumed it was for the saloons alone. The registration number is from Bath County Borough Council, the series commenced in March 1968, and was used for re-registrations only. The car will therefore have lost its original number.

Quote "Morris 8 Series E Open Tourer For Sale (1939) - The old UK registration document shows it was registered PFB 9. Exported to Jersey in 1993 and subsequently restored. 918 cc Re-trimmed and in very good condition, £7,995. - Le Riche Automobile Restorers, Trinity, Jersey." - http://www.carandclassic.co.uk/car/C229857 . Now red - http://www.leriche.com/sold.php - maybe with new plate (UK or CI?).
