Since I can't see the front seat belt position, I can say this is 1987-90 due to composite headlight and sidemarker.

Most likely a prop taxi since many TV shows and movies in the late 90s-early 2000s were still using boxy Caprices/Impalas as prop NYC taxicabs.

Not the late 90s - episode 3.19 aired in 2001! Very unrealistic taxi for the time period. NYC has a maximum age limit on taxis - at the time, this was 6 years. From Wikipedia: "Laws since 1996 require that taxis be replaced every six years regardless of condition". So in early 2001, the oldest taxi could be a 1995 model. This also means that Caprice taxis would have completely disappeared by the end of 2002.

Using older cars as prop NYC taxicabs is still being done to this day as shows and movies continue to use Ford Crown Vics even though by 2017 they all have been retired from service since production of the Crown Vic ended in 2011.

That's one of my big pet peeves of the new TV shows this season, the reliance on Crown Vics as police cars. Nothing makes your show/movie look dated than using them.

All 1987-1990 Caprice taxis were out of service by 1998-1999, so they missed the window by 2 years here.

Adherence to this law seems to be oddly selective because its not unusual for certain types of cars to be kept in service slightly longer than 6 years. If anything, the law had been passed because certain yellow taxi companies hadn't kept their cars roadworthy (for some reason) for the idea was if they get replaced every 6 years the the fleet won't be so shit. Questionable idea, but it makes sense with some mental gymnastics, I guess.
