Wiki says "The [1994] S16 (for 'soupape-16', or '16-valve') was a 3-door Phase 1-only model, replaced with the more powerful GTI-6 in 1996. .... The GTI-6 was introduced as a Phase 1 model and was to last until the end of 2000. It received Phase 2 and 3 cosmetic and electrical updates alongside the rest of the range, but the engine and mechanical specification remained largely unchanged."

This is newer than Phase 1, so presumably GTI-6?? Although 2001 (as entered) is the year after GTI-6 ended?? Is there any reason why it had been entered as 16S - was that another version??

Here too was the same as claimed by wikipedia: we got the S16 (152hp) since November 1993 to September 1996, then GTI ph.1 with the updated (163hp) engine since October 1996 to March 1997 and then GTI ph.2 and 3 since April 1997 until December 2000 (with also Rallye version in the March 1998-December 2000 period).
But JB's link shows a (very nice) ph.3 with S16 badge and refers to (this very same?) Gendarmerie's car as S16, so in France the S16 name went to the end I guess..
Is this one 2001 by plate, or by purchase date by the Gendarmerie? Maybe was a model built in 2000..

It's official 306 S16 of Gendarmerie and the term GTI wasn't used (or very little) for the 306 in France, I think Peugeot used it for export because it was more representative of Peugeot’s sportiness than the S16.

"La livraison des Peugeot 306 S16 de la gendarmerie a débuté dès le mois d’avril 1998, avec une première unité. Rapidement, l’effectif s’est complété bien que le second lot n’est arrivé qu’en 2000. Lorsqu’elle fut commercialisée en 1993, la Peugeot 306 S16 disposait alors d’un moteur 4-cylindres de 1.9 litres, offrant 155 chevaux. Ce fut un moteur décrié par ses performances timides. En 1996, la seconde version de la S16 dispose non seulement du nouveau faciès, mais aussi d’un moteur 2.0 litres nettement plus performant. Cette fois, la puissance passe à 167 chevaux. Mieux encore, la boîte de vitesses gagne un sixième rapport. Cela permet d’alléger la consommation tout en offrant de meilleures performances. C’est ainsi que cette 306 S16 s’est retrouvée aux effectifs des BRI (bridages rapides d’intervention) jusqu’en 2007 pour certaines. Il s’agit exclusivement de voitures 3-portes. Si des 306 S16 5-portes ont existé, elles étaient très rares et ne sont pas restées suffisamment longtemps au catalogue."
